How about an alternative:

SUBSCRIBE=OPEN,CONFIRM DEFAULT-OPTIONS=REVIEW

Then, as appropriate, you issue

SET listname NOREVIEW for new_subscriber@host

?

Of course you can prepend QUIET to the SET.
