   We use TOPICS on the NEW-LIST list.  But it is moderated so I can control
the topics used (all I have to do is remember to check that!).  ;-)
Here are the two entries in the NEW-LIST list definition that control this:
 
*  Default-Topics= All
*  Topics= CHANGE,NEW,SEARCH,ADMIN
 
   The main reason for doing this is to allow folks to exclude searches
from the mail they get.
 
   To answer a previous question - you can have the normal subject text
following the topic - eg.  Subject: NEW: Monkey-L - New list on monkeys
and you can have more than one topic (  Subject NEW,CHANGE: XYZ-L Moved, ...
