Can VAX administrators use netwide DELETE? You bet they can!
>1. Your TECHREP has no special privilege as far as SIGNOFF and FOR are

This bullet is outdated. TECHREP and INFOREP now have the same privileges
as NAD's >>> ON RELEASE 1.6e SERVERS <<<
This means that your request will be honoured by the vast majority of
servers in the US and Canada, and by 1/3 of the EARN servers. You will
get a nastygram from 2/3 of the EARN servers (with your request being
rejected) if you do not send from the NAD account. So, if you have no
defined NAD or if the NAD is in vacations and you're getting a lot of
mail to expired accounts it may be a good idea to send a request from the
INFOREP or TECHREP account, but be sure to understand the consequences
before you do so.

This paragraph is also outdated, it should read "If you want to saturate
the lines, issue 1,000 SIGNOFF * (NETWIDE commands as the St-Gallen VAX
administrators did a couple weeks ago" :-)
