I don't really know much about writing up proposals for this group, so

The List name:  IRC User
Purpose:  The purpose of IRC User is to help other people by voicing our
own opinions      and problems.  There were IRC adminsistrators and IRC
operators on the list.            It helped the IRC population by far.

Who was on the list:  Like I said, IRC administrators, IRC operators,
regular IRC users,                    and new people.

Users (Roughly): 300/500
Format: Unmoderated

Compensation to the sponsor:  I am willing to comprimise to my sponsor
by having a sig                                       appended to the end of every
message that came through,                                    which has the name, address,
e-mail, etc.  of the sponsor.

If there are any additional questions that need to be answered, please
