We are running Microsoft Windows Server 2003 (Service Pack 1). 

The system clock is displayed correctly. Also scheduling a distribute job using the JOB AFTER syntax works fine. The job executes at the proper time. Its just the log entries that are writing the time an hour behind.

  LISTSERV uses the time as reported by the system and should not require a patch.  What OS are you running?
