Holly's problem with  GMT offset = 0 turned  out to be due to  the use of
the special Indiana time zone. The  NT time zone info system call returns
one of three  return codes. One says there is  a daylight adjustment, one
says there isn't, and the third says, quote, "The operating system cannot
determine the  current time zone". I  thought it meant what  it said, and
made LISTSERV  operate in GMT. Instead  this return code appears  to mean
"The operating system  cannot determine whether the current  time zone is
daylight or not because no such information was provided in the time zone
definition template". Nothing wrong with the call itself, but it would be
nice if they had better technical writers.  Anyway, if you live in IN, AZ
or another state where the time zone doesn't change, you will want to use
the corresponding  non-static time  zone until 1.8c  is released,  or let
your server use  GMT. The time *is*  correct in GMT, it  just isn't local
time.
