I think what you're seeing is just an artifact of the web login cookie.
IIRC, it does a 'LISTS OWNED' command when the user logs in, to see if it
needs to render the 'List Management' menu or not. If the user wasn't an
owner of any lists when they logged in, they don't get assigned the List
Owner role by the web interface and don't see that menu. There shouldn't
be any need to restart LISTSERV to solve it; just have the user log out
and back in again after you've made them a list owner.
