Limit authority of an "Owner"?

Is an "Owner" an "Owner"...period?  Or is there some way to limit their
authority?

For example, I want to grant certain people the right to manage subscribers
via the Web Administration Interface.  However, I certainly don't want them
changing list configuration, layout, or templates.  Any suggestions?
