I had exactly the same problem about two days ago when I installed LSMTP
onto an existing LISTSERV box. I was able to fix the problem quite easily
so hopefully I can be of help to you, too. :)

Here's what I did:

In LSMTP, open up the configuration dialog and choose the Relay Control tab.
In the Relay Mailers box add the IP address of the local box *plus*
127.0.0.1. Click OK to all that. Next, browse to
c:\winnt\system32\drivers\etc directory. Open the HOSTS file in Notepad and
make sure the following are entered:

127.0.0.1 localhost
xxx.xxx.xxx.xxx local.machine.FQDN

Save the file then reboot the machine. (Win2k claims it doesn't need
rebooting when making changes to network configurations but it always seems
to help.)

This worked for me and got the .MAIL files moving out of LISTSERV's spool
and successfully delivered via LSMTP.

Good luck!
