What about the list are you restricting?  Ability to subscribe,
ability to post, appearing in the results of a lists or lists global
command...

        Service= ccc.govt.nz,cdc.org.nz

restricts ability to subscribe.  You can then set

        Send= Service
        Confidential= Service

etc.
