The LISTSERV web interface will automatically redirect logons to the SSL
port if it's available.  To disable that behavior, there are some
site-wide web templates you would need to modify.  See the following
sample:

ftp://dropbox.lsoft.us/download/docs/nohttps.wwwtpl.zip

The preferred solution is to use SSL for logons -- you don't really want
to be sending passwords over plain HTTP if you can help it.
