I've had some recipients complain of receiving emails almost a day after it was posted. The interesting thing is that most others in the list received it within minutes.
Baffling.

I would seek the services of a 3rd party mass mailer who does this for a living. We have both emergency and several informational email alerts for the different campuses which totals about 110K email subscribers as well as tweets and text messages for those who prefer those methods.
