This is normal behavior.  If you ADD a subscriber whose address is exactly
the same as one that is already there, nothing happens.

If you change Default-Options it will not affect existing subscribers,
unless you do a QUIET SET listname option for *@*

If you really want to delete all subscribers so the new options will take
effect, etc:

QUIET DELETE listname *@*

Note: Be VERY SURE you want to do this, it is similar to rm * in unix or
del *.* in dos.  guaranteed to wipe out everything!
