Most commands beyond simple informational commands require authentication of the command issuer.  A system login may or may not do this. The 'lcmd' utility was intended for local commands only.  But the 'lcmdx' utility can be used to allow anyone to issue commands using their normal LISTSERV email+password for authentication.
