Is this a bug or design?  We're still using 1.8d.

If I have

  Send= editor,hold

  Owner= a@b
  Owner= quiet:
  Onwer= c@d

  Editor= a@b
  Editor= owners(listname)

When c@d send mail to the list, a@b has to approve it.  It I remove the quiet: line, mail from c@d goes through with no extra approval.
