You have to modify the List Header to remove or disable the PRIME=
restriction.  Then you may have to wait up to 1 hour since LISTSERV checks
for 'held' jobs such as this only at the top of the hour (e.g. 11:00am).

If you need the message to go out immediatly, you need to stop/start the
LISTSERV service/daemon.  Then restore the List Header setting.

If you are using a PRIMETIME= setting in site.cfg/go.user, then in all
cases you must stop/restsrt LISTSERV for the change to take effect, and
then again to remove the effect.
