The NEWLIST file is  created from the info you sent  in your PUT command,
and the subscribers from the LIST  file when you only updated the header.
Then LISTSERV runs the header checks,  and may rename LIST to OLDLIST and
NEWLIST to LIST, or send you error messages and not update the LIST file.
