I don't believe so.  Doing a bit of experimentation I find:

| > add test-l jwgh@ example.com *
| "Example.Com *" <"jwgh@"@LSOFT.COM> has been added to the TEST-L list.
| Notification has been sent to jwgh@@LSOFT.COM.

(The same basic behavior occurs if I use "ADD [. . .] DD=ddname IMPORT".)

I believe that the "LSOFT.COM" that was appended to the unqualified
email address came from the QUALIFY_DOMAIN site configuration
variable.
