There is an EXIT= that can point to a (user-written) program/script that can handle signoff requests.  This would have to be done on a system level.  I have seen this used for special announcement lists; the subscribers are added in bulk and only come off when they leave the university.  It's uncommon.
I assume you have Review= Owner
so only the owner may use the review command (though the older GET <listname> probably works.)

Is it possible you have new owners who have added subscribers and some of the addresses are actually groups?  I had that happen and it was a while in unravelling -- and some very angry folks (not too surprising).

Subject: blacklisted by lashback

Hello,

Our IP has been blacklisted by lashback (https://blacklist.lashback.com/) who claim that they only list IP addresses that use addresses harvested from suppression lists and do not honor unsubscribe requests. We definitely have policies against harvesting addresses, bulk additions, etc., but many different volunteers are owners of lists (we have over 1700 lists), so we having a hard time trying to isolate the problem.

Are there list settings that would prevent a list from not honoring an unsubscribe request? If so, could we query our lists for the setting(s)?

What would be the best way to search for details on bulk imports or distribution jobs which are the only other ways that I can think of for a lashback address to have ended up being sent mail from our server? Unfortunately lashback has not provided us with the address(es) that triggered the blacklisting. We are planning to contact them to try to get more information, but I am not expecting a whole lot of cooperation based on what I have read on their site.

Any other advice on how to tackle this would be greatly appreciated.
