The default LISTSERV web interface colour scheme 'out-of-the-box' is for
SUB-TOP-BANNER to have a blue background, so white text will work perfectly
fine.

However, you're correct if a site has chosen, or customised one of their
own, a lighter colour scheme.  Unless you're into writing secrect
messages...  ;-)
