Because you are running in NETWORKED mode, where every LISTSERV instance
trys
to contact other LISTSERV sites. This is otherwise known as the "World-wide
LISTSERV Backbone". Give the experimental nature of your site (running
under
the unusual name 'elistserv') you should simply disconnect your server from
attempts to contact the backbone.

Assuming you are running on a flavor of Unix, add the following line to your
go.user file and then stop/restart LISTSERV.

RUNMODE="STANDALONE"
