The problem is not with any of the files in that directory.  Rather, it's 
most likely the index file(s) used by the web interface.  CD into the 
directory that corresponds to the /archives/utc URL on the web server and 
delete utc.ind*, then cd into /archives and delete utc.html.  Finally, 
store the UTC list header, and the indexes will be rebuilt with the correct 
directory pointer.

I assume that the indexes have either become corrupt somehow or were 
migrated from another location.
