All list creation goes through me (or my co-admin).  We do have a web form that automates things nicely: the user selects their options, and the header is mailed to me so that all I have to do is PUT it.

It may be a simple matter to do the creating (if that's defined as the power to PUT), but someone who doesn't have any technical knowledge of LISTSERV will never be able to spot any errors or make changes.  And if I'm not mistaken, creating a new list requires LISTSERV 'postmaster' access, so you'd be giving another person a lot more power than you probably want them to have....
