Fix 17D-001o is required for LISTSERV to properly process:
 
1. PROFS notes (starting with a X'FE',C'MSG:' header).
 
2. RFC822 mail delivered by the VM  mailer when using the PROFS option of
   the 'LOCAL' exit.
