I agree with Valdis, just because you can retreive the password, doesn't mean
you should.  I can think of only 2 instances in 14 years of working with
LISTSERV that this was actually necessary to what I was trying to do.  Simply
register a new password (or better still, assist the user to do so themselves)
to replace the old one.

That said, a LISTSERV Site Maintainer may issue the following commands:

 PWC Q user@address PW=xxxxxxxx       query a password

 PWC DEL user@address PW=xxxxxxxx     delete a password

 PWC ADD user@address yyyyyyy PW=xxxxxxxx   set a password for a user

where xxxxxxxx is the Site Maintainer's personal LISTSERV password
where yyyyyyyy is the password you want to set for user@address
