I understand.  It is our local server that I am trying to help.  If I have a mailing to 80,000 students, what I do now is break them into 16 groups of 5,000, create 16 lists with different prime times, and send the mail.  Big nuisance.  Rate Limit might help, not sure if it can be tuned for this purpose.  Would rather have control of messages per minute or some such thing.
