The REPLY mechanism looks more like a FORWARD mechanism i.e.,
since I do not detect "quoting," but original text, LISTSERV
was "smart" for rejecting this.
 
David is right: the users should learn how to use their
e-mail systems to edit superfluous REPLY text that just
takes up more human, machine, disk, and network resources
to process.
