HELP!!!!

This is the third call for help.  I'm stumped, and all my local system
administrators are telling me this is a "Listserv problem."

When list owners (or anyone) tries to go to the password protected sections
of the web interface, they get the following error message on their
browsers.

>Error - unable to initiate communication with LISTSERV (errno=10106,
phase=SOCKET, target=127.0.0.1:2306). The server is probably not started.

My Listserv's web interface runs as a virtual Web on an NT server with
another virtual server.  It has been running fine for the past few years,
but then (about 2 weeks ago) we noticed this problem.  This is around the
time our system administrator installed the latest SP-6 patch to the server.
I asked him if he thought this could be part of the problem, and he says no
(but I wonder).

The server (NT, IIS, and Listserv) IS running.  The email interface is
working fine. The non-protected portions of the Web interface work fine.

Please, someone, send along a solution, or at least a clever diagnostic
plan.
