From the message it looks like you also have a space, which is not allowed.
And not all symbols are allowed. As I recall there isn't a separate error
message for every possible error with the password (meaning length may not be
the actual issue).

"The password must be at least 6 characters. It can be any alpha numeric
combination (A-Z, 0-9, and any case). You can also use certain special
characters, including $, #, @, _, -, ?, !, |, and %."
If you are replacing an existing password (or don't know if you have an
existing password) the better command is
PW REP xxxxxxx
