If the list-owner has announced it on NEW-LIST, search the notebook
archives.  Replace 'listname' below with the name of the list:

Also, sometimes a 'listname WELCOME' file is available to
non-subscribers (at the LISTSERV host site), or is sent
to new subscribers e.g., TQM-L WELCOME is an example of the
former.
