If the intent is simply to ensure that all users are set to MAIL, you
could work around this by issuing something like

quiet set mylist-l nomail for *@*
quiet set mylist-l mail for *@*

That will set everyone (including DIGEST/INDEX subscribers) to NOMAIL
then will remove NOMAIL from all subscribers, preserving (if set) DIGEST
or INDEX.
