Since the part after the '@' sign is a valid NJE nodename, LISTSERV calls
a routine named LSVNADDR EXEC to decide, based on the local-part, whether
this is really an NJE address or not. Unless you have changed this
routine, a percent sign in the userid triggers the "non-NJE address"
return. I have just tried this address on my server and it sent both
information mail and the file in question. The 'current' LSVNADDR EXEC is
dated 5-May-88 (last modified in 1.5o).
