I had that same problem, listserv not sending files unless you specify
which filelist.. try putting an /F/ at the LISTSERV FILELIST.. Like:
 
/F/  MYLIST   FILELIST   ALL CTL  ........
 
in the LISTSERV FILELIST..  that tells the server that that entry is a
filelist, not a regular file..  -turgut
