This is a known issue, discovered in a recent code review.  "Send=
Private,Semi-Moderated", while it worked in the pre-L-Soft days (I believe
1988 is the last reference to it in LSTSRV-L), has not been supported since
the early 1990's.  We intend to remove the reference to it from the
documentation.

"Send= Editor,Semi-Moderated" is still supported and will remain documented.
