You did not indicate if the postmaster was for a particular
host within a domain, or was representative of the institution
at the top-level.  The technical and administrative contacts
can be found in the WHOIS db at rs.internic.net.  Also reachable
via telnet and entering WHOIS command and when prompted, entering
UNIVESRITY OF UTAH, or perhaps just DOM UTAH.
 
As far as I am aware, their is no licensing test for either
postmasters, hostmasters, admin. or technical contacts, soooo ...
