One non-obvious thing is that the WELCOME message doesn't get sent to
listowners or site admins, so if you're adding an address that
matches either description that might be it.

If that's not it...hm.  I'd like to see a 5-10 line log file entry
showing what happens when you add a subscriber.  Hopefully that will
tell me what LISTSERV thinks is going on.
