You are not supposed to do anything. The NOTEBOOK FILELIST is supposed to
be empty. There is not supposed to  be any explicit entry for the archive
files in  the 'listname FILELIST',  they are automatically  appended when
you INDEX the filelist. If there is no 'listname FILELIST', a fake one is
generated.  However, none  of this  happens  if the  INDEX command  fails
because,  for instance,  you  are not  allowed to  GET  the filelist,  or
because there is an explicit entry  for the filelist in LISTSERV FILELIST
but the filelist has not been stored yet.
