If people in group "a" are a minority, wouldn't it be simpler to have
them SET REVIEW ? (Of course, if it is correct to assume that individual
status prevails on the more general one of being a list member).
 
* Send= Editor
* Editor = (listname) <-- the whole list
* Moderator = (listname of group "b" people)
 
One question more. If it is possible to have MODERATOR pointing to
a list, as in Chris Barnes example, will repeating of addresses there
have the effect of redistributing the "equal share" ?
