Problem with W2003 and LS 14.4

When we try to initiate the wa.exe file from our ListServ running W2003 server and 14.4 of List Serv, the Gui page for ListServ does not come up. It either ask us to run the wa.exe file or we cannot view it.

What issues do we have to be aware of for this install?
