We have some lists locally which had entries such as:
 
address "name, dept"
 
1.7e - has changed the way such addresses are seen by UCLAMail
       (an MVS mailer). EG: "\"name, dept \"" <address>
 
1.7e is doing a correct 822 thing.  So the solution appears to
be to remove the "'s in any list entries that you may have.
