Yes.  That is correct, if you use the L-Soft supplied cgi.  If you write your
own cgi to manipulate LISTSERV directly you are on your own of course.  If your
cgi merely issues the appropriate email command string and mails it to LISTSERV,
then the behavior will be determined by the  List Header settings as per usual.
