I think we ran across this one back when we were running Crosswell.  If I
recall, all we had to do to fix it was to up the mailer's virtual storage.
(Each 1M increase in virtual storage gave us the ability for a couple of
hundred more addresses - very roughly speaking.  We finally ran it at 10M
and never ran out of room anymore.)
