I would suggest you look at LISTSERV Maestro. This is exactly what it 
was developed for. Yes, you could do it all through LISTSERV (after 
all, that's what Maestro uses), but it would require a lot of effort 
on your part, whereas LISTSERV Maestro was built specifically to make 
this easy.
