The NOTEBOOK keyword controls whether or not LISTERV keeps an archive
for a list, and defines the location if one is kept. Documentation for
this keyword is in the Site Managers manual, a brief overview is here:

 From your description of a successful subscription request, it remains
unclear whether or not mail flow INTO LISTSERV is working properly.  You
did not say whether the subscription request was initiated via the web
interface or if the subscriber sent an email message with a SUBSCRIBE
command in it (but I think you're referring only to the web interface).
  This distinction is important - if the request came through the web,
and if the confirmations were all done by clicking links in the response
messages, then we still do not know if incoming mail to LISTSERV is
being delivered or not.

Messages for a list flow on the same path as commands (like SUBSCRIBE)
sent in email. LISTSERV does not "pick up" messages, your SMTP service
delivers them to it.  If you cannot find any activity in the LISTSERV
log about mail you sent to it, then you need to ask the SENDMAIL
administrator to find out why the mail was not delivered.
