To create a list you need to:
 
 1.  Find a site willing to host the list.  This should probably be your
     own site, but there is no requirement to that effect.
 
 2.  Ask permission of the host owner (machine manager or ???) to have your
     list there.
 
 3.  Ask the listserv manager on your host to add your list to the roster of
     locally hosted lists.
 
 4.  Announce your list on NEW-LIST.
