Tracey,
Hotmail uses a "junk mail" folder to pre-screen all mail messages.  I'd bet his emails are in that folder.  All he has to do is ok it as email from a list he's on and it'll come through fine.

I have a longtime user who asked me to switch him from a hotmail address to
a new address he'd gotten with his own domain name.  Instantly he stopped
getting mail from the list.  I've seen no bounces from his ISP - I was
pretty sure we were being filtered or something.

Any suggestions about other scenarios I should look at?
