We also have a web site that our users use to create a list.  It asks a
number of questions, some of which vary according to the answers to
earlier questions.  It generates the list header, which is then emailed
to us for approval.  If the list is appropriate, we forward it on to a
special mailbox, which causes the list to be created in LISTSERV, the
necessary sendmail aliases to be defined, and the necessary directories
to be created.  So it only takes a minute of our time.
