You might be able to achieve this by using a super-list
 http://www.lsoft.com/manuals/1.8e/owner/owner.html#_Toc107130966 ).
However, you would have to explicitly define who the list owners are in the
super-list.  I would also recommend setting the send keyword to send= Owner
(confirm) forcing every owner to confirm their own mailings to protect from
spammers getting to all lists.

Not true.  If you have Send=Public set up, then anyone can send to a
list whether they're a member or not.  We use that here at Avaya for
several trouble-reporting lists.

No it's not. Who can post to a list is configured on a list-by-list
basis with the Send= keyword, so you can't arbitrarily configure the
LISTSERV site to accept postings on ALL lists. The only person/address
that can post to all lists is a Postmaster.
