Yes, the folder should clear out, but undeliverable emails will remain for
several days.  This is because your list settings are not correct to
automatically remove undeliverable emails.  A totally clean spool dir is
probably not achievable, but it should not have a lot of files.

I did not try all of the above domain names, but of the 8 I did try (all
various libraries), all of the WSAETIMEDOUT and SMTP_OPENTMO are
undeliverable (remote mail server never responds), and thus have no place in
your list.  It is possible the WSAECONNRESET errors are active blocking by
certain recipient domains.

Another problem you have is that your DNS PTR (Reverse Lookup) Record does
not match the domain name of your A (Forward Lookup) Record:

A
lists.communityemail.org.
    192.150.149.33

PTR
33.149.150.192.in-addr.arpa.
    host = web2.sirsidynix.com.
