Pathological X-DEL JOB files

Yes, it's late.  Having purged several hundred of the "problem" X-DEL JOB
files from LISTSERV's reader, I wanted to go home, but more were pouring
in.  I edited LOCAL SYSVARS to define prime time as MON-SUN 00:00-24:00
and rebooted LISTSERV.
